Proposed Bylaws update

As discussed at our quarterly church conference on September 13, 2026, the deacons of The Grove have drafted updated bylaws intended to remove outdated clauses and refine the accuracy of the written bylaws to align with the current procedures of the church. Please review the draft of the proposed bylaws and the summary of changes, and submit any questions or suggestions below:
1. Why are we considering updating the bylaws?
Our current bylaws contain outdated language, structures, and procedures that no longer fully reflect how The Grove operates today. We want the document to accurately describe the church as it currently functions and provide clear guidance for the future.
2. Who drafted the updated bylaws? What went into the process of drafting these?
The deacons of The Grove reviewed the bylaws line by line in their entirety over the course of multiple in-person sessions over the past year forming recommendations for revisions.
3. When were our current bylaws last updated?
Our current bylaws have not been revised since 2006.
4. Why change provisions that haven't caused problems?
Bylaws matter most when an unusual or significant situation arises. Outdated or unclear language can create uncertainty about what process should be followed at exactly the time when clarity matters most.

Updating those provisions now helps future pastors, deacons, staff, and members know what the church has agreed its process should be and protects the unity of the church for generations to come.
5. Are there any substantive changes?
Yes, a few. Among them are:
• Greater flexibility in forming a Senior Pastor Search Team.
• Updated deacon terms, officer structure, and selection procedures.
• Clearer call and accountability processes for associate pastors and ministerial staff.
• Updated standing committees and responsibilities.
• Modernized methods for notifying members of church conferences.
• Updated authorization for financial disbursements.
• An explicit statement of the church's existing position on marriage and sexuality.
These changes are more limited than the overall amount of edited language may initially suggest. Review the provided Summary of Change here for a comprehensive list.
6. Do the proposed changes make a major change in how The Grove operates?
No. Most of the revisions clarify existing practices, modernize language, and remove or update provisions that have become outdated.

A good analogy would be an HOA whose bylaws still contain specific rules for a non-existent amenity, such as a swimming pool, that the neighborhood does not have. Even if those rules are rarely noticed, they create unnecessary confusion when someone needs to rely on the document.
7. Are the roles of the pastor, deacons, or congregation being fundamentally changed?
No. The revisions primarily provide clearer definitions of responsibilities and processes already present in the life of The Grove.

There are some structural updates, particularly for Deacons, but the overall relationship between pastoral leadership, deacons, and congregational authority remains intact.
8. Why are some committees changing?
Several committees named in the existing bylaws no longer reflect how ministry and administration are organized today. The revised bylaws simplify and reorganize those committees around the functions the church actually needs, such as personnel, buildings and grounds, stewardship, service, and trustees.
9. Are members' voting rights changing?
No. Active members age 16 and older retain their voting rights, and proxy voting remains prohibited. The revised language simply makes the voting provisions clearer, including explicitly addressing absentee voting.
10. Does the proposed bylaw update change any of the church's beliefs?
No. The revised bylaws add explicit language stating The Grove's existing belief that marriage is between one man and one woman and clarifying how that belief applies to church facilities and those officiating weddings on behalf of the church.

The change is that this position is being formally stated in the bylaws, not that the church is adopting a new belief.
11. I agree with the proposed bylaws update. What's next? When would these take effect?
Per our current bylaws, changes in the bylaws shall be made by a two-thirds affirmative vote of the Church at a Church Conference so long as the proposed change are published at least 30 days prior to the meeting at which a vote is to be held.

The proposed bylaws update was presented at our September 13, 2026 conference and we expect to vote on their adoption at our December 6, 2026 conference.
12. How can we ask questions or get more information?
We want everyone to feel informed and confident during this process. You can find details and FAQs at thegrovemadison.org/bylaws and through The Grove App. You can also email deacons@thegrovemadison.org or reach out directly to any deacon or staff member if you have questions.
